Starting in 1983 the mint created a special shadow box style set. Then added a special $1 commemorative coin, and sometimes even a commemorative 50 cent peice as well. These commemoratives highlight special events of that specific year (i.e. the 1984 Olympics, Dwight Eisenhower's 100th birthday, etc). The prestige collection ended in 1997, and was not considered a good buy by many collectors.
Recently, these odd sets have had a big resurgence in the coin collecting hobby, and the value has just skyrocketed. Complete 1983 1997 runs have been selling as high as $2000, and with their low mintage, that price will only get higher. This is a great investment opportunity.
